Helena Township Board Meeting
February 10, 2011
The meeting was called to order at 7:02 PM by Supervisor Wagner and pledge of allegiance was said. Present: Rice, Peterson, Wagner, Gurr, Teague. Motion to approve agenda by Rice with support by Gurr, motion carried. Three people in audience.
Public Comment: Jim Swan reported that there are still items to be removed at the car wash site.
Approval of minutes: Wagner made motion to approve the minutes as amended. The amended minutes to now include that Gurr made a motion to approve work (Arndt Electric) to include replacing nine thermostats with programmable thermostats, install occupancy sensors in the restrooms, and install disconnect at door to boiler room, with support from Rice and motion carried. Support from Gurr to amend minutes. Motion carried.

Motion to approve treasurer’s report by Wagner, support Teague, motion carried.
Presentation of bills: Township January 1-31, 2011: $17,619.35 and February 01-11, 2011: $28,362.53; includes $20,553.05 payment to Township Ambulance Authority.
Speakers: None
Communications: Sheriff’s report for January 2011 reviewed by board.
Committee reports: Zoning administrator. Molby provided board with January’s report. Car wash is expected to open soon.
Planning Commission: Public hearing on February 16th for proposed storage buildings for Alden Enterprises on car wash property. A joint meeting with township board is scheduled for the first Wednesday in March. Bzdok to present revision language for zoning ordinance.
Ambulance authority: Rick Teague reported that the renovations at the old fire barn in Mancelona to be completed late May.
Old business: Reviewed bids to replace kitchen exterior door, replace single pane glass with tempered insulated glass in all exterior community center doors, and new weather stripping for all exterior doors. Wagner made motion to accept the bid from Access Window, Door, and Hardware for $7401.00 with support from Gurr. Motion carried. Wagner to notify other bidder of board’s decision.
Letter received form Antrim County Road Commission outlining the use of Federal Safety money to pave a four foot wide shoulder from Alden Highway along Torch lake Drive through Helena Township. Three foot wide paved shoulders through Central Lake and Torch lake Townships. Construction must be completed on or before June 30th, 2011. Wagner to call Burt Thompson for clarification of the request for contributing to the 20% local match.
New Business: Letter from Joe Meyers, associate planner, that the Antrim County Planning Commission discussed the proposed wind generator amendment to the Helena Township Zoning Ordinance. “Motion by Barb Bradford supported by Jill Bernard, to recommend Helena Township approve the Zoning Ordinance amendment and indicated that we found no incompatibilities with the County Master Plan. Motion carried – unanimous.” Wagner made motion to approve wind generator ordinance amendment to Helena Township Zoning Ordinance supported by Rice. Motion carried – unanimous.
Announcements: Received letter form Helena Township Public Library Board of Trustees that they want to exercise the first option to renew their lease for the next three years. They want to meet with the township board to work out the inflation adjustment in order to determine the rent that will go into effect as of July 1, 2011.

Motion to pay bills by Rice, support Wagner, and motion passed.
