Helena Township Board Meeting – 07/12/2018
Meeting was called to order at 7:00 PM by Supervisor Rick Teague. Present: Rick Teague, David Peterson, Bonnie Robbins, Butch Bartz and Catherine Rice. Motion to approve agenda with additions: review revised budget and closed session with township attorney at end of meeting, by Bartz w/support by Robbins and motion carried.
Conflict of interest: None
Public Comment: Bob Cooney spoke about his candidacy for 86th district court judge.
Sheriff Dan Bean spoke about recreational marijuana use proposal on November state ballot. Bean gave the monthly report for June.
Approval of minutes: Motion by Rice w/support by Robbins to approve minutes with changes and motion carried.
Treasurer’s report: Beginning balance as of June 1, 2018: $557,153.61 Receipts: $20,519.55 Dispersed: $121,281.95 Ending balance: $456,391.21 as of 06/30/2018
Motion to approve treasurer’s report by Teague w/support by Bartz and motion carried.
Treasurer presented the board with the revised/adjusted for June proposed budget for 2018-2019.
Presentation of Bills: June 1st-30tht; $110,386.78 and July 1st-12th; $6,786.07
Speakers: None
Communications: Received description of the duties/roles of the Antrim County Soil and Erosion Officer.
Zoning: Guy Molby gave report.
Planning Commission: No meeting.
Ambulance Authority: No report.
Parks: Steve Dell presented the board with the revised 5 year Recreation and Natural Resource Conservation Plan for 2018-2022. Dell recommended the adoption of the 5 year plan by the township board. Rice made the motion to adopt the 5 year Recreation and Natural Resource Conservation Plan for 2018-2022 with support by Robbins and the motion carried. August 25th there is a pickleball tourney at the tennis courts in Alden and a ribbon cutting for the DNR grant for the resurfacing of the tennis courts.
Roads: Bartz reported that township will receive $16,440.00 from the county road commission for future road maintenance/improvements.

Announcements: Peterson presented an invasive species education sign from Tip of the Mitt to be installed at the Alden Safe harbor. Teague made the motion to accept the sign with support by Robbins and the motion carried.
Additional Public Comment: None
Motion to pay bills: Teague made the motion to pay the bills w/support by Robbins and motion carried.
At 7:48 PM Supervisor Teague advised the board that they would go into closed session to discuss legal correspondence exempt to FOIA. Rice made the motion to go into closed session with support by Teague. Roll call vote resulted in five (5) yes votes and zero no votes.
Rice made the motion to resume the regular township board meeting at 8:25 with support by Teague and motion carried.
