Helena Township Board Meeting

Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Catherine Rice, Rick Teague, Butch Bartz, Bonnie Robbins and David Peterson. Motion to approve agenda by Robbins supported by Bartz.
Conflict of Interest: None.
Public Comment: Sheriff Dan Bean gave report for Dec. 2015 and 2015 annual report. There is a new program smart 911 and a smart phone app. A Victim/survivors services unit will start up in February.
Approval of Minutes: Motion by Bartz, supported by Robbins and motion carried.
Treasurers Report: Beginning balance: $298,257.01
Receipts: $121,475.58
Disbursed: $49,324.46
Balance: $370,408.13
Motion to approve Treasurers report by Teague, supported by Robbins and motion carried.
Presentation of Bills: Dec. 1-31, $39,378.33 and Jan. 1-14, $7,785.73.
Speakers: Janet Koch, associate county planner, spoke about the county wide recycling program which the county commissioners have decided not to fund at the end of this year. The county commissioners do not support putting a county wide millage on the ballot. Feed-back from other townships indicates little support for a township imposed household cost of $25.00 or even $10.00. Supervisor Teague and Clerk Peterson asked Janet Koch to report to the county commissioners that a county wide millage be put on the ballot for the residents/voters to decide funding the recycling program.
Communications:
Zoning: December report and 2015 annual report given by Guy Molby.
Planning Commission: Robbins reported that the PC reviewed the master plan and would continue with a public hearing at their Feb. 3rd meeting and anticipate submitting the revised master plan to the township board in time for their Feb. 11th meeting.
Ambulance Authority: Teague reported that there are five ambulances running and there will be a membership program started this year similar to the PLUS program.
Parks & Rec: Steve Dell gave the board members a timetable for the bids for the resurfacing of the tennis courts. The bids are due January 18th and will be opened at the Parks & Rec meeting on the 19th of January.
Roads: Bartz reported that Alden Meadows is a county road and an estimate is needed from the county road commissioner to determine the cost of repairing the edges and filling in the cracks.
Old Business:
New Business: Board of Review (BOR) resolution presented by Teague changes the meeting date from March 14th to March 15th, 2016. Roll call vote was yes for each attending board member.
Peterson proposed purchasing 100 padded folding chairs for the community center to replace the old 100 metal folding chairs at a cost of $2,949.70 which includes the shipping costs. Teague made the motion to purchase the 100 padded folding chairs with support by Rice and the motion carried.
Peterson proposed additional water testing at the community center for lead/copper at the two water fountains and the kitchen faucet for $178.00. Teague made the motion for this additional water testing and supported by Robbins and the motion carried.
