Helena Township Board Meeting 08/11/2016
Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Catherine Rice, Rick Teague, Bonnie Robbins, David Peterson and Butch Bartz. Motion to approve agenda by Robbins supported by Rice.
Conflict of Interest: None.
Public Comment: Comments from audience members representing the Alden Volunteers, Alden business owners, DBA and concerned citizens regarding the process the township used in selecting the new street lights with no public input. Discussion followed with respect to bidding, street scaping grants, cracked sidewalks, hanging flower baskets, matching grants, operational millage, special assessment, and the aesthetics and need to continue with hanging baskets of flowers on the new street lights proposed for Alden. Hanging baskets with plants to be included in the township’s plan to replace the street lights in Alden.
Approval of Minutes: Motion by Robbins, supported by Teague and motion carried.

Ending Balance $473,567.66
Motion to approve Treasurer’s report by Teague, supported by Bartz and motion carried.
Presentation of Bills: July 1-31: $107,059.88; and August 11th; $11,696.67
Speakers: None
Communications: Received and reviewed letter from the Friends of the Library.
Zoning: July report given by Guy Molby.
Planning Commission: Robbins reported that Planning Commission is scheduling a public hearing for September 8th at 6:00 PM. Future ZBA meeting minutes to be approved
Ambulance Authority: No update.
Parks & Rec: Ruth Smith reported that tennis court resurfacing and ADA sidewalk is completed. The kayak launch is completed at the ball park. Parks & Recreation committee recommends removing the volleyball court to the West in order to provide more usable green space towards the West. Reviewed painting proposal for the Depot building for $4800.00. Paul Delange proposed that the Historical Society would donate $1000.00 towards the painting costs. Teague made the motion to accept the Depot painting proposal for $4800.00 with the $1000.00 donation by the Historical Society with support by Bartz and the motion carried. Ruth Smith presented board with copies of hold harmless agreements for individuals and for projects with volunteers.
Roads: Paving is complete on Helena Road from McPherson to township line.

Additional Public Comment: Reminder to lower US flag when there is a fallen soldier.
Motion to pay bills: Teague made the motion to pay the bills; supported by Robbins and motion carried.
