Helena Township Board December 13, 2018 Minutes
Meeting called to order at 7 pm. Members present were Rick Teague, Butch Bartz,
Bonnie Robbins, Catherine Rice and David Peterson.
Motion by Bartz to approve the agenda with addition and supported by Robbins and approved.
Public Comment: Alden District Librarian Sue Riegler introduced Leo Dix who presented a proposal for a “Little Library” for the public to use. It will be installed and maintained by Leo Dix as a school community project and will be accessible when the Alden District Library is closed. Rice made the motion to approve Leo Dix’s “Little Library” proposal and supported by Bartz and the motion carried.
Motion to approve the minutes with a correction by Robbins with support by Bartz; approved.
Treasurer’s report; beginning balance Nov.1, 2018 is $348,179.24
Total receipts: $4,017.93 and total disbursements: $23,189.27
Ending balance as of 11/30/2018 is $329,007.90
Motion to approve the treasurer’s report by Teague with support by Robbins and approved.
Presentation of Bills: Nov.1-30: $13,118.34 and Dec. 1-13; $13,244.26
Speakers: None
Communications: Peterson presented a proposal from Torch Plumbing to replace the mop sink in the community center and bring everything up to code in the mop closet. Teague made the motion to accept the Torch Plumbing proposal for $1850.00 with support by Robbins and motion carried.
Peterson read resolution 121318 (prepared by Treasurer Rice) approving the collection of summer taxes on behalf of Traverse Bay Area Intermediate School District for the 2019 fiscal year. Teague made the motion to accept resolution 121318 with support by Bartz. Roll call vote resulted in five yes votes.
Zoning: Bob Logee submitted zoning report.
Planning Commission: Robbins reported planning commission recommending the board approve the Helena township zoning ordinance language changes. Robbins made the motion to accept the ordinance language changes with support by Bartz and the motion carried.
Ambulance Authority: Teague reported that the authority has ordered two new smaller ambulance rigs with delivery within six months.
Parks: Ruth Smith gave the board the hold harmless agreements that were collected from the people working on the Coy Mtn. trail project. The five year plan was not approved by the DNR and requires further documentation.
Roads: Bartz reported that the Antrim County Road Commission is preparing bids for one mile of SE Torch Lake Drive North from Alden Highway and the remainder of Helena Road.

Additional Public Comment: Laura Westerman asked if the township was going to opt out of the recreational marijuana legislation. Jim Gurr commented on the use of the Parks and Rec for developing the pickleball reservation process.
Rice made the motion to pay the bills with support by Teague and the motion carried.
