Helena Township Board Meeting May 13th, 2021
Meeting called to order at 7:01 PM. Members present were Butch Peeples, David Peterson, Cathy Rice, Bonnie Robbins and Butch Bartz. Motion by Robbins to approve the agenda and supported by Bartz and approved. Motion by Robbins to approve the April’s meeting minutes and supported by Bartz and approved.

Public Comment: Supervisor Peeples introduced the new fire chief Paul Fabiano.
Reviewed and discussed original marina ordinance, 07/11/2013, amended to eliminate commercial recreational use of the Alden Safe Harbor launch and docks, boat lengths not to exceed 22 feet, and limit combined length of boat trailer and vehicle to 45 feet and combined weight of boat trailer and boat to 6500 pounds. Robbins made the motion to adopt the amended ordinance 05132021 and seconded by Bartz. Roll call vote: Rice – yes, Peterson – yes, Robbins – yes, Bartz – yes, and Peeples – yes and ordinance adopted.
Treasurer’s Report: beginning balance April 1st, 2021 is $610,994.32
Total receipts: $34,427.99 and total disbursements: $13,836.79
Ending balance as of 04/30/2021 is $631,585.52
Motion to approve the treasurer’s report by Robbins and supported by Bartz and approved. Presentation of Bills: April 1-30: $4,359.48, May 1-13; $16,194.46

Zoning: Logee’s report reviewed.
Planning Commission: Robbins reported that a public hearing was held for special use permits for home occupations and food trucks. Planning commission recommends that the board approves a special use permit for home occupation of a taco tent at 7186 Alden Hwy.

Robbins made the motion for the township board to approve a special use permit for taco tent with second by Bartz and the motion carried.

Parks & Rec: Robbins reported that next meeting there is a need to develop an MOU for the needs and wants for the individual groups represented at the Depot and their specific responsibilities as well as the township’s responsibilities.
Roads: Bartz presented board with estimates from Antrim County Road Commission for road maintenance for E. Torch Lake Dr., Green Street and Alden Meadows. Rice made the motion to accept the estimate of $60,000.00 for Green Street with second by Bartz and motion carried.
Old Business: Peeples presented board with two lawn care maintenance bids from Trees North and Willow Ridge property Maintenance. Peeples made the motion to accept the bid from Willow Ridge Property maintenance with second by Bartz and motion passed with three yes votes, one no vote and one abstain.
Peeples reported that dock repair at safe harbor has begun and that a yearly maintenance program should be developed and instituted.
New Business: Township public hearing to be held Wednesday, June 23rd at 10:00 AM at government office in community center,
Announcements: Spring cleanup to be held at Depot parking lot June 19th.
Additional Public Comment: Jim Gurr commented.
Rice made the motion to pay the bills and supported by Robbins and approved.
