Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Catherine Rice, Rick Teague, Bonnie Robbins, David Peterson and Butch Bartz. Motion to approve agenda by Robbins; supported by Bartz.
Conflict of Interest: None.
Public Comment: Brenda Ricksgers commented on special election May 2nd for 911millage and comments on drug problems in the county.
Approval of Minutes: Motion by Robbins, supported by Teague and motion carried.
Treasurer’s Report: Beginning balance Jan.1, 2017: $423,541.88
Receipts: $98,847.29
Disbursed: $74,187.71
Ending Balance $448,201.46 as of 01/31/2017
Motion to approve Treasurer’s report by Teague, supported by Bartz and motion carried.
Presentation of Bills: January 1-31: $61,467.29 and February 1-9th; $1,772.41.

Zoning: No report available.
Planning Commission: Robbins reported the Planning Commission received an inquiry from Walker Shores about building a storage building. Recommended issuance of a land use permit for a home woodworking shop and recommended the Muffin Tin be permitted by right to serve alcohol by the glass.
Robbins made the motion to approve the Muffin Tin’s request for alcohol by the glass as a permitted use by right in the village district with support by Teague and the motion carried.
There are two new Planning Commission members; Laura Westerman and Joe Bassil.
Ambulance Authority – no update
Parks & Rec: Received communication from Parks & Recreation concerning possible encroachments at three road end public accesses. Clerk to provide surveys of the road ends in question at March board meeting. Peterson resigned as member of the Parks & Recreation committee. Bonnie Robbins will now serve on the parks & Recreation committee.
Roads – no update

New Business: Supervisor Teague appointed Board of review members: Ken Renaud, Steve Kershner, Brad MCartor and alternate Robert Clore effective March 7th, 2017.
Supervisor Teague appointed Sue Moglovkin and Doris Felton alternates for the ZBA.
Teague read resolution approving the collection of all Summer taxes for the 2017-2018 fiscal year by the Township Treasurer; Cathy Rice. Roll call vote was five yes votes and board approved the resolution.
Supervisor, treasurer and clerk signed the agreement for collection of summer school property taxes with Mancelona Public Schools. Supervisor, treasurer and clerk signed the agreement for collection of summer school property taxes with the Traverse Bay Area Intermediate School District.
