Helena Township Board Meeting
11/10/2016
Meeting was called to order at 7:00 pm by Supervisor Rick Teague. Present: Catherine Rice, Rick Teague, Bonnie Robbins, David Peterson and Butch Bartz. Motion to approve agenda by Robbins supported by Bartz.
Conflict of Interest: None.
Public Comment: Jack Findlay updated board on the proposed new Torch Lake sign in Alden. The road commission does not object to the replacement of a new sign at the present location. The township will be the entity to apply for a permit and also issue a zoning permit. The old street lights/poles to be replaced are to be auctioned off by the Alden Volunteers by consensus of the Helena Township Board.
Approval of Minutes: Motion by Robbins, supported by Rice and motion carried.
Treasurer’s Report: Beginning balance Oct.1, 2016: $402,527.71
Receipts: $31,403.14
Disbursed: $38,798.51
Ending Balance: $395,132.34 as of 10/31/2016
Motion to approve Treasurer’s report by Bartz, supported by Robbins and motion carried.
Presentation of Bills: October 1-31: $29,981.73; and November 1-10th; $3,384.02
Speakers: none
Communications: Paper road request sent to Parks & Rec for consideration.
Zoning: Guy Molby gave his report for October.
Planning Commission: Robbins reported the Planning Commission approved the recent zoning ordinance changes and sent them out to area townships for a 30 day review and possible vote by Helena township board for approval in December. Robbins made the motion with support by Teague to appoint Laura Westerman and Joe Bassil to the Planning Commission. Bob Johnson resigned from the Planning Commission effective 11/04/2016.
Ambulance Authority: No update.
Parks & Rec: No update – meeting cancelled

Old Business: None
New Business: Peterson reviewed snowplowing bids for 2016-2017 season. Peterson made the motion to accept the snowplowing bids from Ken barber with support by Teague and the motion carried.
Announcements: Oath of office to be given to newly elected township board at the December 8th township board meeting.
Additional Public Comment: Jim Gurr spoke about starting a conversation about the possibility of increasing the wages for the Planning Commission board members.
Motion to pay bills: Teague made the motion to pay the bills; supported by Robbins and motion carried.
